This is not the public beta, therefore you have to be a developer to install this third beta of iOS 12, macOS Mojave, watchOS 5 and tvOS 12. If you have an Apple ID registered as a developer, if you have a device with the developer profile installed or if you have a previous version of the betas, you can install the beta 3 of iOS 12, watchOS 5 and tvOS 12.
The updates are gradually being deployed and if it still does not appear, it will be in the next few hours. If everything continues as planned, this third version of iOS 12, macOS Mojave and tvOS 12 will also arrive for those enrolled in the public betas program next week, once the developers have verified that there is no serious error in them.
